If your talking about some basic computer games I think what your talking about needs a program. some advanced programs take coding if you wana make a game like runescape, but if you want to make a flash game you need a special program called flash, which you have to buy at a store.
If you want to make a very basic game and don't know, coding you can get a program called Multimedia Fusion 2.
If you dont know any coding and just want to make a simple fun game you should buy a program like the ones i menchened above. Also some of the programs can be a bit pricy.
I think personaly that you should get Multimedia Fusion 2 it's fun, basic, and i own it also.

Do you mean Java(browser based) or full screen 2D or 3D? A good free 2D one is http://www.splamm.com/elysium/
Or, if you're looking for a free 3D one there's always www.crystalspace3d.org/
You need to know a good bit of codeing and have some money to make a browser Java game like Runescape, but if you're looking for text/MUD try http://dragonprime.net/ to download (free) the Ledgend of the Geen Dragon (logd or lotgd). you need to have a host for LoGD thought
