13 is too young to work in all of the United States, except for baby sitting, and lawnmowing (those kinds of jobs).
You usually need to be 16 to work in some jobs. In some states, you need a work permit to work at 16. If the job is dangerous in the slightest, you need to be 18 to work there.
At 18, you can usually work anywhere.
At 21, you can work in alcohol serving establishments. Some types of jobs also have age limits, i.e. 19 to work as a paramedic.

It depends on what state you live in...
Working Papers (Employment / Age Certificates)
There are no federal requirements that mandate that students get working papers prior to starting employment. However, in some states, if you're under eighteen, you may need to obtain working papers (officially called Employment / Age Certificates) in order to legally be able to work. The best place to find out if you need working papers is your school guidance office. If you need working papers, the counselors can give you the form you will need to complete or tell you where to get it.
There is a link here by state:

Most states you need to be 16 , unless you work for your parents, or you get a work permit type of paper through the school

In most areas you atleast have to be 16, but I know some people who started getting jobs around 13, so just hand out your resume and see what happens, you never know.

You have to be 14 to get working papers unless you work for free or a small salary, i don't think you can work.
