Start by learning some basics about how your PC runs! Memory is a good place to start. Two basic memory types in your PC. Ram (random access memory) and Rom (read only memory).
When you run your PC and you click an application or program, the processor or brain looks in the hard drive (rom) and loads the data into your ram which is the area all apps are moved to when you run them. This is probably the most important thing for the average user to learn! The more programs or apps you run at once, the less available ram you have to run them! Its easy to see that at some point you will not have enough ram and your PC will slow down due to the fact that the ram is overloaded with things to do! To keep your PC running smoothly, dont run applications you arent using. Video takes up large amounts of ram. You will also find that you have many programs loading during startup that you dont need to run! An example would be winzip, it site there running in the background gobbling ram and it doesnt need to be running considering the fact that when you need it to unzip a file, it will start up anyway! There are many programs that set themselves up to run during bootup. Disable them! You can do this by removing some of them from the startup folder, you can also type msconfig in the run box and going to the startup tab. As others have stated, a defrag once a week or so will keep your hard drive data organized which will help to reduce time when the processor is looking for the data.

try to do these
1. download and install a avg antivirus at free.grisoft.com. update it and then run a full system scan.

2. download and install ad-aware at www.lavasoftusa.com. update it and run a full system scan.

3. download and install spybot search & destroy at www.safer-networking.org. update and run a full system scan.

4. run disk cleanup. click Start - All Programs - Accessories - System Tool - Disk Clean Up.

5. Run check disk. go to Start - All Programs - Accessories - Command Prompt . at the prompt type in chkdsk /f /r. then just press Y to dismount the drive. then restart the computer. the computer will then perform a check disk.

6. Defragment your hard drive. click Start - All Programs - Accessories - System Tools - Defrargment. Well you'll have to wait for this cause defragment takes a long time depending on the content of you hard drive.

after doing all of these your computer should work faster.

in addition to the point suggested by the other answerers you should also check that all required software is installed correctly. for example any program that requires sql to be installed can slow your system to a crawl if sql gets corrupted in any way.
so the occasional re-installation of some software programmes.
do a net search for registry clean expert. there is a free trial available. that you can run and have it list all errors in your systems registry. you never have to pay for a copy if you want to spend hours manually correcting all errors it finds.
use housecall.trendmicro.com to run a systemwides scan of your computer to check for malware (spyware, trojans and viri) clean any infections found.
providing you do this and frewquently defrag your hard drive after you remove files and or install programes should keep your system in top performance. however if your system is old then the hardware may be inherantly slow so there is very little you can do to fix the performance of your system.

you may like to try the free trial of tweak xp from www.totalidea.com and tweak away to get the best you can from your system.

my suggestion is to erase all programs and files you don't need. they take up space which in return slows down your pc. make sure to empty your bin when you delete stuff.
