What is a torrent file * a langpack_fr.e file?

My comp is running sluggish I have defraged, did disk cleanup, deleted cookies& temp files. I found a torrent file win32Intel_installexe and win32intel_Langpack_fr.e in my documents. Can someone tell me what they are? Should I delete them. I don't know what they are so I did not know if I should delete.

A torrent is a link to a download, to download an application or such. You to www.bitcomet for more information. I would just delete the file.
