...from his "policy" in Iraq? Is the "policy" more political, while the "strategy" is a little more personal?

His strategy is to stay there until the next president comes into office. He has stated this publicly. He can't finish what he started.

Iraq was a fairly peaceful country until president G.W.Bush decided to change this! I don't even think that in the mind of Mr. Bush this has to do with oil. I think, it is much simpler than this! I think he just wanted to outdo his Dad, who stopped at the borders of Iraq! Only problem is, the Dad knew very well what he was doing, while the son did not!

Bush's strategy (and he's said it numerous times) is to "Stay the Course". Of course, he--along with Press Secretary Tony Snow denied that they ever said stay the course.
What that translates to is, he's going to stay in Iraq until the [oil] wells run dry--literally!
