The civil court can charge you with anything that is brought to there attention regardless of the evidence.Especially a sex offense which can usually be accused by ones word of mouth. The evidence usually comes at the end when you are at trial where then a jury determines if you will be convicted or not.

Yes, they can. If you screw up in the Army....well then your going to get screwed over
