Inertia causes the moving mass to want to reamin in motion (Newton's 1st law).

However, since the center of balance and center of gravity are not equal, that inertia forces the mass of the object to be raised up against gravity -- kinetic energy is converted into potewntial energy until the object comes to a stop, then the potential energy is converted back into kinetic energy as the object begins moving in the opposite direction from the original direction.

The law of conservation of energy would dictate that if this were a frictionless process, then it would continue forever. But the fuzz balls (and the rest of the bobblehead) encounter air resistance plus the fulcrum point also encounters some friction, and the resistance of moving against that friction dissipates some of the kinetic energy as heat or motion of the air molecules, so that the process is continuously "winding down" (each cycle of motion has a little bit less energy than the previous one).

Eventually the kinetic energy or potential energy stored in the system will be less than is needed to produce a force greater than that of the fulcrum's friction, and the whole bobblehead will come to a stop.

Listen Bobblehead. Overcome your own inertia, lower your center of gravity (sit down), get the force behind your pen to be greater than the resistance caused by anxiety, and write the silly paper.
