Baby's head is engaged. Why doesnt the blood rush to his head?

I've got 3 weeks to go now, and at my last OB appointment, the midwife said his head is down now, where its supposed to be. I've just been wondering why the blood doesnt rush to his head because if it was us, blood would go to our brain, but he's got to be like that for another 3 weeks yet.

because of all the amniotic fluid

it is good for the babys developing brain to get all that blood
