The type of boots that you wear with this type of outfit would be the Knee high boots with the Heels because when you have on a short skirt you want you're legs to look long and sexy. Plus you're going out.

What i have is a simple tall black boot that is up to about just below the knee and i tuck my tights into it. These boots are simple a little scrunched and really cute. Also really comfy and flat I got them cheap from target. The only thing that you shouldnt do is wear a boot that is almost at the end of the tight but you can still see skin. Either have a lot of leg showing or no leg showing.

If you want to be "on trend" go for either an 80's style ankle boot - but you have to have v. skinny legs to get away with it as a look. Or, also big trend, flat biker style or riding boots either up to or over the knee.
There is also a panto trend coming in, think principle boy with long heeled boots, tights and shorts.

Don't wear short ones, go with knee highs. I would say heeled, but non-heeled would look fine too, depending on the occasion. But don't wear tights, in my opinion it would look strange. Might I suggest leggings? But hey, whatever floats your boat babe.
