No, Varicose veins is a condition caused by Chronic valve insufficiency. Basically there are valves in the veins that help prevent blood from flowing back down into the lower legs. The major vein in the leg is called the Great Saphenous Vein. When the valves stop functioning the blood will black up in to the superficial veins in the legs and they become enlarged and torturous. Which is what people see. in a nut shell. but sitting with your legs crossed will not cause them. Usually it is when we stand on our feet for long periods of time.

Read Diane Thompson's "Varicose Veins Secrets" (also available in electronic format at: http://www.varicoseveinscure.org ). By following this guide book I was able to eradicate my varicose veins pretty fast. God bless!
