My children had them when they were breast feeding. I'm sure they could be caused by teething, but are most likely the result of sucking on fingers or toys to sooth the teething. This is a portion of the definition found in Parenting Magazine. Hope this helps.

Teething can cause all sorts of things. Bleeding in the mouth, blisters, fevers, upset stomach, and more things. The only thing about it, is just watch to make sure that it doesn't get out of hand, like the child gets dhydrated or anything like that.

If she's chewing her lip while teething, yes.

It could also be from the way she is sucking on a bottle/nipple
