I need to graph this first. The center is (-4,-4). The minor axis endpoints are 4 left and right so (0,-4) and (-8,-4).
The major axis endpoints are 7 up and down from the center so ( (-4, 3) and (-4, -11). The foci are sqrt 31 from the center on the major axis so ( -4, -4 +- sqrt 31)

it is a vertical ellipse
the major axis endpoints are (-4,3) and (-4,11)
minor axis endpoints are (0,-4) and (-8,-4)
rt b^2-a^2=rt33
so e=rt33
