and misses talking to me, yet when I'm like "okay, then lets meet up somewhere" (we live in the SAME city), she's like, "i'm busy with school and my boyfriend right now, maybe in a couple weeks." Should I just forget about being friends with her? It's getting annoying....

I don't think its a big deal at all. if you two see eachother again then cool, if not she's not the only friend in the world. Maybe she's super busy and really does want to get together. But I will tell you this, I think you already know. If she really misses you and wants to hang out, she'll make the time. You make the time for what you want in life and you make it happen whatever your dreams are. She's just not making hte time right now but don't let that bother you. Just when she says how much she misses you, just take it with a grain of salt because its just one of those slightly disappointing things. Just make sure you have other friends, too and you're all good.

I know this may be annoying but you probabally should confront her.
But if you don't want to do that another good idea is to just to never call her, wait for her to call you.
