Answer: Please make an appointment with your doctor and ask questions. Ignore the ignorant responses you have been given by people thus far. To be honest, from the limited information you've provided it isn't clear whether you might have a medical problem or not. There are methods that endocrinologists/pediatricians use to evaluate sexual maturation, such as testing hormone levels and measuring testicle size, and many doctors still use the old Tanner Scale which is based on pubic hair distribution in the groin.

With regard to penis size, don't judge penis size by the size of your soft (flaccid) penis, but only by full erection size. Many men simply have very elastic tissue. Keep in mind that there is no correlation between erection size and how big one's penis looks when it is flaccid. The size of the flaccid penis varies throughout the day in most men.

Contrary to the uninformed opinions of the respondents to this thread, it's actually considered medically abnormal for males in the U.S. to not have at least 'started' puberty by 14 years of age, and the average age of onset of puberty for caucasians in both males and females is about 11 years of age according to three recent medical studies I just looked at. (The average age has fallen in the last 50 years.) It's important to go to primary studies for such information (not biased Wikipedia, etc), as there is a vast amount of incorrect and/or outdated information on this topic scattered around on the web even on sites that may at first glance look like a good source for information. If a male has reached 14 (three years after the average) and has not yet entered puberty, as a general rule a medical evaluation by an endocrinologist is in order to determine the cause. It's not clear if this is the case with this person, because not enough information was given.

By 15 years of age, primary sexual development (penis, genitalia and pubic hair) is either complete or nearing completion in a majority of males according to a recent study. By 16.5 years of age, this development is complete is nearly all normally developing males according to the same study, and this was the largest study ever done on the issue in the U.S. Secondary sexual characteristics like chest hair, facial hair, voice, etc., may be better defined as after-effects of puberty rather than part of it, and may continue to evolve for many years after genital development is complete. Secondary characteristics are much more variable as to when they occur, and are not good indicators of stages of sexual development. For instance, a male's genitalia can be fully developed sexually for years before he ever really starts growing facial hair.

If this person has indeed not even started puberty yet, it's very imporant that he meet with his doctor. Talking to his doctor will both help to ease his fears on this issue, and also determine if his current sexual development is just behind, or behind enough to be reason for concern. Failure to address this issue can result in physical, psychological, and neurological consequences that may last a lifetime.

Depending on the circumstances, abnormally delayed puberty can have permanent effects on a person's final height, his frame size, his brain development, his facial features, his fertility and penis size, and psychosocial development (last and not least). It may affect his self esteem with his peers and the opposite sex at a crucial age, and the way he is treated by his peers and adults, and this can have a chronic negative impact on his personality and psychosocial development.

Guys mature at different ages, ask your dad or uncles if you have them when they started puberty. I started at 12, was fully shaving my beard at 14 but some guys were late bloomers, didn't even shave at 17. My late brotherinlaw was the shortest guy in his class all through school, until he turned 17, then he grew to be the tallest--didn;t start puberty until about 16 or so.

Please read the response by "ryan a" for the only good answer to this question. I was going to add a response, but he seems to have thoroughly and very accurately answered the question already. No one else who's posted has the slightest clue what they are talking about.

Many successful people have a small penis. Just look at John Kerry and Howard Stern for a few examples.

You're just a late bloomer. Don't take it too hard. If you have some concerns about the issue go see your family doctor and he'll put you at ease.
