You must check the Assoc., bylaws. Most do not allow anything in common areas except on some holidays such as Christmas.
There is also "Limited Common Area" such as a deck where it is maintained by the Assoc., but you can have your deck furniture
and grill ect., on it. There is sometimes partial areas for you to
plant flowers adjacent to you dwelling section. Check with the
Associations Board or the Management Co.

It all depends on the HOA's. You need to get a copy of the guidelines and it should tell you.

Every HOA is different, you need to check the by-laws for your HOA.
