Not at the "north pole". The ice that covers the north pole contentiously moves south so building any kind of permanent building is impractical at best. There are however scientific teams that spend alot of time in northern Alaska in permanent base camps but they are no where near the north pole.

But there is a permanent structure at the "south pole". Scientific research is being done there 24/7 because the ice there doesn't flow like the north pole, there is not just ice but permanent land mass.

Nobody can live at the North Pole because there is only water there. There is absolutely no land at the North Pole with the exception of the magnetic North Pole which is the coast of Greenland. Science teams have gone on ships with ice breaking hulls to the North Pole.

There isn't any actual land mass at the North Pole. There is at the South Pole, and there are science expeditions there.

No, it's all ocean and pack ice...
The south pole, on the other hand, is solid ground and there are some research stations in Antarctica.
