Gimp-savvy.com is a publicly-indexed photo archive, all the images are copyright-free. Most are from government sources, thus they were paid for by our taxes, and no one can claim them for profit.
Many images on wikipedia are free to use for most purposes, but you need to check the individual copyrights. The one I link to below is a dove with an olive branch. I think it is okay to so so long as it's not for profit. (That is, so long as you aren't selling the newsletters, just giving them away.)

This site has a lot of free pictures, here are the search results for "dove": http://www.sxc.hu/browse.phtml?f=search&w=1&txt=dove&p=5 You just have to be a member (free) to download the images. And yes, they are truly, legally free (I read the fineprint :) ).
There is also a good site with really cheap images. Each image starts with $1 for relatively high-res images, but if you want something better (for print) it's about $3. The site is http://istockphoto.com

At either Yahoo.com or google.com, you can click on images, and then type in dove as the search term. You should find hundreds or thousands of pictures of doves. As long as you do not use the picture commercially, you can have them for free.

MorgueFile.com is a public image reference archive hosting thousands of free, high-resolution files submitted for royalty-free use by anyone that downloads them.

Try Webshots. I never saw a dove, but they have thousands of beautiful pictures, surely you can find a dove. Join free.

www.corbis.com has really good quality stuff. it's free but you need to register, just check on the copyright info before using anything
