I went up a full cup size from age 21 to 22. And then two more cup sizes when i got pregnant before my 23rd birthday... lol.
No its not too late.
infact, as a woman you'll have your last major growth spurt (usually gaining a whole inch of hight) between 20 and 25. This spurt is the last between 16 (when you're considered done growing) and the rest of your life, when you start shrinking.. :)
A useless bit of information I thought i'd share.

You should have a mammogram to be sure it is normal breast tissue that is growing. Otherwise, it can certainly happen. Sometimes medications can stimulate tissue growth. Being on the pill made my breasts enlarge to a certain point. The soreness should go away if it is normal growth. If it remains, see a doctor.

It's not to late for them to grow, but if it's only one then you can go to the doctor and get checked out.

Typically yeah, you should have your breast growth in by your age and if you aren't gaining a lot of weight then they should be at a stable size.
If one is changing size and sore, contact your doctor. Even women your age can have cysts and tumors...don't take any chances.

it might be just a last minute growth spurt this can some times happen but to be sure you should ask a doctor to make sure it isnt something more serious.

It may be nothing, but you should let a doctor make that call.
