assuming you have a gas-powered snow thrower
1) change the oil
2) don't overprime when starting
3) check/replace spark plugs...
those are the easy ones...
depending on how handy you are you can flush out the engline and remove any moisture gunk that can be in the lines.

For the engine to run you need three things. 1 fuel 2 spark 3 both 1 and 2 at the same time. Assuming ( i know that is dangerous) you have not messed with the timing that leaves 1 or 2. Check for spark. If you have spark ( remove the spark plug reconnect the plug wire and lay the plug on the engine, turn it over and look for spark at the tip of the plug) then the problem is probably fuel. Put in fresh fuel and try again. If you didn't have spark it could be dirty or corroded points. If it is the older type with points I would suggest that you get the kit to eliminate the points. It is inexpensive and not really hard to install. Get it at most small engine repair shops or hardware stores.

clean the sparkplug.There may be storage oil in the cylinder.So make it turn over a few times with the sparkplug out. Failing that the Gas may be too old .drain it out or if it is almost empty put some new Gas in it and crank it .

fuel, spark, timing, choke, fuel filter, air filter. You have to check all these things. Try removing the spark plug and squirt in a little starting fluid. re-install plug and try. If it 'pops' you have a spark, and then it's a fuel delivery problem. I think you should also see if there is a fuel cut-off. it'll be located on the bottom of the fuel tank. Usually looks like a knob...make sure it's open.

Get some starting fluid from an auto supply store. Spray some into the carburetor or onto the air filter and crank 'er up.
