You're an immigrant with fair but not great English skills, aren't you? I think this because you said "fear against exams" instead of "fear of exams". So your English skills are not so bad, but you'll need to read read read read and read some more in English literature to improve both your vocabulary and your grammar. There is no actual substitution for reading. You can memorize word lists, study Latin and so on, but it will not help you as much as reading. There is no way around it.
As far as test taking goes, it might help you to go out and buy one of those books people use to take practice SATs. You can buy it in a bookstore on on-line from Educational Testing Service (www.collegeboard.com .) Once you get used to the tests, try to take them with a timer.

I have suffered from test anxiety too, but I'm getting over it.
1. Instant stress relief. My personal favorite is inhale 2 seconds, hold your breath for 2 seconds, exhale for 2 seconds, go without breath for 2 seconds, then repeat the procedure.
2. Know you will do well. If I study enough, am not tired, have taken every possible precaution to prevent problems I am not so stressed.
3. Don't lower your self esteem.Don't talk with other nervous students how you're going to flunk. Talk with courageous ones about a totally different topic.
These tricks have helped me, but everyone is different, so find a way that works for you.

With positive self talk. Know your material and commit yourself to doing your best, nothing more. If you convince yourself that exams are something to dread, you will. On the other hand, if you are confident about your knowledge of the material and you tell yourself that you will do fine, you will.

See that the exam in and of itself is no threat. It's all in your mind. All is in your mind. It's a perspective based world. You control your emotion. Concentrate.
