A DLL is a Dynamically Linked Library.
They are compiled code similar to an executable program that can be used for various things - Generally they hold global functions for programs.

So the simple answer is no you can't open a DLL and even if you could all you would see would be the compiled machine code.

A dll is an overlay file. They are swapped in and out by certain types of program. Programming with overlay files makes it easier to update the program since you only need to repack the dll files.

If you're a programmer, you'll have the tools to work with dll files. If you're not, leave them well alone.

A dll file is written on a machine-level code, it can't be translated to an understandable code.

I think that dll files are run my certain programs, not opened per say.
