Start with English wikipedia if you can't afford a good book.
Just type in the country names, and you will see a very good overview of the countries.

I'm Hungarian, been to Czech Republic, Slovakia, and Romania. I can recommend all 4, especially Prague and Budapest. Budapest, Prague are one of the most fascinating capitals in the world, IMHO.

Bigger bookstores have books on cultures of different countries, if you look in their travel section. I've bought them on various Eastern Europe countries.
Also, a google search on the various countries name + "culture" will give a lot of results.
