I purchased a CD ROM over the internet approximately 2 months ago. It doesn't work and the company I purchased it from will not deal with me. Who can I get on the case?

who did you buy it from? like another answerer said this is a matter for trading standards.
however what seems to be the problem with the cd-rom, as it may just need a driver or firmware update from the manufacturers website.
or if this is a burner and not just the rom as listed then the burner software may not be compatible with the drive.
email me direct with more details and i can try and diagnose the problem with the drive. failing that find the manufacturer of the drive and contact them direct for assistance.
either way good luck in getting the problem solved.
