It depends on whether you count the 1967 comedy version of Casino Royale, and the 1983 Never Say Never Again which was made by a different company as real Bond films.
This is the "complete" list

Goldfinger
Thunderball
You Only Live Twice
- Casino Royale
On Her Majesty's Secret Service
Diamonds Are Forever
Live and Let Die
The Man with the Golden Gun
The Spy Who Loved Me
Moonraker
For Your Eyes Only
Octopussy
- Never Say Never Again
A View to a Kill
The Living Daylights
Licence to Kill
GoldenEye
Tomorrow Never Dies
The World is Not Enough
Die Another Day
Casino Royale
As yet unnamed "Bond 22" (2008)

exactly as the other lists show except that Casino Royale was released in 1967, but made as a spoof starring David Niven. So when Salzman and Brocolli brought the film rights to the Bond Films, they could not make Casino Royale, which was the first of the Bond Books by Ian Fleming as film rights were already held by another film company.

You should know that not all the Bond films were from original books by Fleming, they have been ghosted in his style.

The first one is usually accepted as the first one. The second is next followed by the third one....then they all blur into one and no one really knows the answer
