I think it was Robert Service who wrote 'The Ballad of Sam Magee' which is one of my favorites, but I am not totally sure as it has been over 45 years since I read this poem. I still remember parts of it. My second favorite is Rudyard Kipling's 'Gunga Din'.

This is completely impossible to answer, some genres of poetry cannot even be compared together as better than the other, one may have a prefferred genre, but to call one superior is completely absurd. Secondly, the term poetry is a term packed with meaning. If you have ever read Sir Phillip Sydney's Defense of Poesy, you will see that he his definition of poetry does not include solely verse, prose is also included. So I think it is quite impossible to determine "the best." However the poet whose poetry that speaks to me the most so far in my life is John Donne.

My personal favorites are...

Poem: Shakespeare's Sonnet 18 often noted by it's first line "Shall I compare thee to a summer's day"

Poet: As is logical after my previous answer, Shakespeare.
2nd: John Donne
3rd: Robert Frost

My favorite Poets are Pablo Neruda, Sylvia Plath, and Emily Dickinson, but it's hard for me to choose just one favorite poem.

In my opinion it's Ginsburg's "Howl" for best poem, and the best poet (taking their whole body of work into account) is T.S. Eliot
