my cell phone is an mp3 player but it will only play wma formatted music. I need to know how to change the format of music I already have downloaded.

It will involve recompression which will make the file lose audio quality. Your best bet is to compress straight from the CD(if you have it) to wma to avoid double compression.

I would recommend using dBpoweramp if you still want to change from mp3 to wma

Why would you want to? mp3 is the standard format which is playable on every mp3 player on the market, also, you will loose audio quality converting from one format to another, if they are mp3's that you've ripped from your CD collection, just re-rip them in wma.
