I have to admit my original answer was incorrect - it's actually opera buffa according to the Encyclopedia Brittianica. Rod O's answer made me take a second look. Believe Rod.

It is an Opera Buffa despite its serious nature. The presence of patter and dialogue put it in the buffa tradition. Opera Seria would use secco recitative, spoken words accompanied by the harpischord.

B definitely, as others have said -- it has a tragic ending for its central character, despite Mozart getting the last laugh in the coda.
