Could be anywhere from $30 to thousands.
But it costs a lot to produce also. Even working out deals with cable/tv companies can cost some.

You should ask the newly "elected" governor of FL, Charlie Crist. he spent more on TV ads than any politician in the country this recent election.
Whatever it cost, it was obviously worth it to him as morons proved once again that the guy with the most money wins.
Only problem is now the morons are going to find out who Crist has to pay back for all that good publicity.

Good question. It depends on what show. A 30-second spot on a popular show like Heroes would probably cost more than the same spot on a minor league ballgame no one watches.
