Yes. It clearly explains the procedures and processes that are require to develop an evaluation report and an IEP with specially designed instruction. The only problem is the paperwork. Special education kills trees with paper.

Without it, children with special needs would be shifted back to the broom closets and broiler room classes that they were in til the early 80's. Some are still there today, and when parents find out that under IDEA that their kids have rights, they have an avenue of safety from which they can help their children.

The worst that could happen without it, they could be told that they shouldn't be in schools at all, which is precisely what happened to thousands of disabled children throughout the 20th century. They were dropped off at institutions and mental homes and warehoused until they died.

With the IDEA, not only is there hope for substance in their lives, but by early intervention and consistent education, you help them decrease their needs on the public financial system.

The Idea is right! a proper education is the right of every human being & remember they/ we are people first.
However I'm afraid that the idea while brilliant & insiteful depending district by district can be very poorly exicuted. For example a friend of mine has a boy with Autism who is non verbal yet they put him in her spanish 2 class. She badly wants to teach him at least something because she feels he's being slighted. She's frustrated because she cannot do more for him.
They need to impliment more of a person centered plan (a plan to best serve a person with disablities) at his IEP and all IEPs so that they actually benifit from the education we're trying to provide.

Well it SUPPOSE to be, but it's not. There is no one to make schools accountable, to make sure they follow the IDEA laws.
There are thousands of parents all over the country who are fighting with their school because the schools will not follow the federal IDEA laws and do right.
There have been people in the media who are trying to bring this to public attention, no one wants to listen.
There are special ed lawyers who fight this nonsense every day. Schools think they are an entity unto themselves and do not have to follow laws.
THey do this because they can, no one will stop them.

Obviously- it allows people of all abilities the option of having a free, appropriate education... and it ensures that the rights they have cannot be taken away. It helps to enforce the educational goals of the child, as well as keep teachers accountable to the work they committed to doing.
