The spouse and chidren of a TN visa holders can not work but they are permitted to study according to NAFTA agreement. They are given TD visa by the US Immigration.

The fee structure will differ depending on the university. You may be able to get in-state tuition (generally lower) if you can show proof of residence for a period of time (often a year) at an address in the state where your school is located. It would probably be best to check with the schools you are interested in.
