College Board sends them directly, there is not middle-handler to avoid tampering. When you take the test, you write which colleges or universities you want them to send your results to. You can also request them to send scores to more colleges/unis after you get results.

From what I remember, when you take the test you can choose some schools to send reports to. You can then later pay to have your results sent to other schools. The colleges and universities also pay the College Board to access the data base of students maybe to find students who scored at least a certain score on the SAT. They use this information to target mailings and recruit. In the end, when you apply to a college, you have to send them a score report, which includes all the times you took the test.

When you take the test, you should find a section for the college codes to be entered. Your scores will then be sent to those schools. This was a true statement 2 years ago.It may have changed since.
