I'd say it depends on what age the book is written for.

Infants/Toddler: 8-12, 10 average
Preschool/Pre-K: 16-20, 18 average
K: 20+

Because of the way picture books are printed/folded/cut/stitched together, pages always have to be in multiples of 8. The average length of a children's picture book is 32 pages, (sometimes plus endpapers, sometimes including them in the 32, pasting the first and last pages down). You can get shorter books of 24 pages, a few longer ones - and board books are usually just 8.
