In Fire Red/Leaf Green the game changes and you'll need to head back to Celadon and talk to the old lady in the building to the right of the department store, she's on the first floor around other poekmon. She'll give you the tea, and take it to the guard and he'll let you through.
In red and blue, you'll need to get a freshwater, lemonade or soda from the machine on the sixth floor and give it to the guards for them to let you through.

Well you need to go to celadon city and get a drink from a grandma in the celadon mansion then go to the gate in saffron city . Then you may pass through (for Fire red, LEaf green versions) If its for red,green,blue,yellow version) you need to go to celadon department and get 1 soda from the vending machines then go to the guard in saffron gate .
