Why does Internet Explorer 7 keep scrolling a page when I don't want it to?

I demand an answer, after all, Yahoo!, YOU insisted I install the newest one...right?

welcome to the world of IE 7. or should I say....the Hellish World.
take it out and go back to the old one. everyone I know, hates it. and everyone I don't know, hates it.
