open it in mspaint and select save as and change the file type dropdown list to jpg.

Open the gif image in a image program (Paint might work), and go to file -> save as... and change the file type from gif to jpeg. Then click save, you will have a gif version of the image and a jpeg version of the image.

Use Microsoft paint and save the .gif as a jpeg.
