John Edwards& Westlry Clark ran for president In 04. Both are thinking about running in 08. They have only one problem. They owe money from the last time. Edwards has $2,200 in cash but owes$ 300,000. Clark is in better shape, $390,000 cash , owes $260,000. They can not use this money in 08. But they can freeze the funds untill they start raising new money for 08. The also can just NOT pay the bill & walk away. They can stiff their creditors & get away with it.If I owe you $300,000 , you would sue me for it. Why should they be allowed not to pay their bills but I have to Are they that much better then you & me?

That's not the point. The point is that we are discouraging good people from running because the cost is so high. That's why they take money from lobbyists who control them later. Let's get rid of the TV ads and the need for collecting millions to run for Pres. Neither Edwards nor Clark has a huge personal fortune to fall back on.
