I did'nt quite understand your question,however I will attempt to answer the best to my knowledge. You are probably referring to Bush, Right? Well then, he does have the distinct record of having exececuted the most people on death row in Texas while Governor of that state and being proud of it.
Also, as President (unfortunately) of the USA, he and his administration contended a report that stated there were over 600,000 Iraqis Killed/Murdered (plus the over 3,00 US troops dead and scores of wounded,maimed,emotionally impaired),to date as a result of the invasion of their country,by claiming it was"ONLY" approximately 50,000. I would say he has no conscience about taking humam life for his and the " NEOCON PARTY'S" ideology...the love of BLACK GOLD!!
