I paid 10,000 dollars for my 2001 honda civic with 45,000 miles already on it around 7 months ago..I'm now starting to think I got ripped off...I've seen 2004 honda civics with like 15,000 miles on them for only like 14,000 dollars. Did I get ripped off or is that the normal asking price?

No you didnt. Most japanese cars hold their values high. Thus its better for the previous owner if he/she wants to sell it or trade it in. Get it appraised on Kbb.com

That sounds a little high.. I bought a 1999 civic coupe 2 years ago and it was 8,000. That was expensive too, but they hold there value like crazy. When I sold it in July, it had 75,000 miles on it and I still got what I paid for it.

hondas are decent cars, you saved 4 grand by having an extra 30k on the odometer...
Its recommended that you do the timing belt at 90k miles, so you still have another 45k miles to go before you do that,
I think you got a fair deal.
Enjoy the car.
Take your self on vacation with the 4k, or buy nice presents for your family and freinds.
