Any idea why CTA uses wood? Legacy? Cost? Or is there some other practical issue as well?

Cost, I think. I know they're upgrading some of the rails (eg a couple of the Brown Line stations are shut down for this reason).

I'm not sure what "wood" you're refering to. I'm not familiar with a "third rail chair" either.
