I know what you mean by spring summer bulbs...daffodils and tulips right? OK as long as the ground is not frozen you can still plant these bulbs.
If your ground is frozen look up "forcing bulbs" on-line ...it will describe methods that can used to chill the bulbs and those chilled bulbs can be "forced into bloom" in a pot !

As long as the ground is not frozen it is not to late to plant any type of spring bulb such as tulips, Iris, daffodils etc. Plant about 2" deeper then the bulb itself except for Iris they like it closer to the top of the soil, then water this helps establish root growth. As for summer bulbs they are just that, summer bulbs you plant in the summer, most summer bulbs or roots are tropical and will freeze over the winter.

I have planted daffodils, paper whites, hyacinths, crocus' and tulips as late as January and they bloomed just fine. If you live in an area where the ground freezes solid and it has, it probably is too late unless you get a thaw soon.
