people are high on drugs they climb up on a hight somewhere and jump thinking they can fly... why dont they just take of from the ground?

I think people probably do try to fly from the ground...
....we just hear about the ones that throw themselves off buildings because it's a more interesting story!

Because most creatures that DO fly are seen at a height.
Do not expect people on amny chemical comfort to act rationally.
eg Don't ask a man to drink and think.
