according 2 the links below, it appears there's a difference of opinion as 2 whether it is or not.
i'm a Brit, bear with me.
is it a problem?
as it's roots seem 2 b 4 banning racism, praps the US isn't as Free as it should b, if it was indeed not ratified.

The Schwarzenegger crowd would like to see it repealed, so he can run for president, but it will never happen. It takes a miracle to change anything in the Constitution. Just look at the Electoral College, so many people would like to see it abolished, especially after it lead to such a disaster in 2000, but it is still there.
