What kind of doctor you see depends on what hormones you feel are out of whack. There are pituitary hormones, gonadal hormones, hypothalamic hormones, thyroid hormones, parathyroid hormones, hormones of the digestive tract, pancreatic hormones, placental hormones, adreanl cortical & medullary hormones, liver hormones, kidney hormones, cardiac hormones and pineal hormones.

If you think the problem is with any hormone listed excluding gonadal and if you have HMO insurance, you will have to start with your primary care provider before you can see an endocrinologist. If necessary, your primary will refer you to an endo. If you think the problem is with gonadal hormones, you can see your OB/Gyn without referral.

If you have PPO, you can see an endo without referral.

You need to see an endocrinologist, but you might have to go to your regular doctor first for a referral.

You need to start with a gynecologist or general practitioner, then get referrals from there.

I doubt an endocrinologist or any other specialist would see you without a referral.

I can't understand what your difficulties are. Hormonal problems would usually manifest as a physical symptom ie. weight gain/loss, hair loss/gain, excessive urination, feeling cold etcc. you get the drift. In this case you would see an endocrinologist.
However, if you are feeling like your mental state is off, you might like to see a counsellor/ psychotherapist. Hope that helps.

Gynecologists can tell you. A regular doctor can do the test as well but they will most likely send you to a gynecologist on how to deal with it best.
