Up until 1998 the teams were voted who was the best team in the country by sports writers and coaches, The AP poll (associated press) crownwed a National Champion at the end of the year by voting, The USA today also did the same, Many other organizations also vote for a national champion, but those two are the most recognized. The NCAA does not recognize a national champion like a lot of people think. From 1998 to the present you now have the BCS (bowl championship series) system to declare who the National Champion is, it is a formula, that takes into consideration your rankings in the USA Today poll, A computer ranking, your strength of schedule, your opponents opponents record etc, . All this is put into a formula and the top two teams play each other to declare the national champ. Now, prior to 1998 the you simply just had bowl games that were played after the regular season, The Rose Bowl would always invite the winner of the Big 10 to play the winner of the Pacific 10, but in 1998 when the BCS system was installed the major bowls did not want to lose these partcipants year after year due to them playing in a game to decide the champion, so the title game rotated each year between the 4 major bowls, Rose , Sugar, Fiesta and Orange, but this year Those 4 Bowls will be held and then the National Championship Bowl will be held seperate. So it all gets complicated but to answer your question, No the biggest goal would be to win The National Championship Bowl.

Not necessarily. I believe the goal of every college football player is to play/win the National Championship, regardless of where it takes place.

They just play to win. Look at Boise State...they were never playing to win the National Championship because they never played a tough schedule but they still played to win. Since they couldnt win the national championship they just played for winning...they could have gave up and never played at all.
