Its a lot easier to answer this if you know the girl. See if she wears any jewelery. Maybe there is a certain type of stone or gem she likes. Or she could prefer ear rings or braclets.
You could also look into her favorite stores. See what types of things they sell, or buy a gift card. An easy way to see what she may want is to walk around in a mall with her. Girls will often hint when they want you to buy them something.

You could get one for about $25-35 at Jcpenny.com or at target or walmart but if you get jewlery from walmart it might break easily.

hmmm.... not clothes-everyone's tastes are so specific...how about a magazine subscription to a cool magazine? Or... a few really cool-looking notebooks from barnes and nobles (does she have a diary she likes to write in?)
also... look in all those teeny magazines, like "Seventeen," "CosmoGirl," "Teen" especially this time of year, they have a lot of good ideas about gift stuff...
