I would imagine you can but you will need to find out whether the inks you have used on the paper would be toxic. Many rodents will chew the paper as well as sleep on it so it's important to know what you are giving it. The type of paper that you want to use will probably not be very absorbent and there is always the slim but very real chance of the animal getting a paper cut (which could then get infected). I would suggest using a recycled paper bedding. It is still good for the earth, it is very absorbent and will help to reduce odor, it is fluffy and comfortable and fun for the animal, and it has none of the harmful side effects that many wood based products have. It is fairly reasonably priced.

P.S. Try starting a compost pile with all that shredded paper and your kitchen scraps.

Yes you can but:
it does not absorb urine well
Some of the ink is toxic
you are saving trees
no cost

Other options include:
Aspen shavings
Carefresh

Aspen shavings:
Absorb urine quite well
Smells after a while
you are cutting down tree
looks attractive
can release dust
cheap

Carefresh:

Made of wood pulp
flushable in small amounts
almost no odor
Absorbs water and urine very well
can be got in colours so looks attractive
soft no dust
cheap but more expensive than wood shavings

If you choose to use wood shavings do not use cedar or pine shavings as the oils irritate the animals can be fatal.

I wouldn't personally because the ink might be toxic. I've heard of people using shredded paper towel, though.

yes. just don't use papers that have food, oils, etc on them. the hamster will also shred larger ripped papers for their bed, you don't have to do all the work.

No, they harbor too many germs. Try regular cedar chips, they are far healthier.
