What reasons does a 34 year old man have to decline settling down and having a serious relationship? He tells me he wants to be free and play around. He's been single for a year now.

Nope he's never been married. His last relationship lasted 4 years and she just left the country. I know he's interested, but he just tells me that he wants to be free.

Not really enough information. Was he married before? and for how long? Is he divorced or widowed?

My best guess is that he feels it is just too soon, especially if his previous relationship was pretty hurtful.

Give him some time (not years) to get his life as an individual back.

single just a year. He wants to know what it is to be free and not have a wife like he use to that has what ever annoying ways that she had. When the guys at work want to stop for a beer after work to not have a wifey at home complain. Get him over fears like this and he will be ready.
