Whenever I need to.
If I disagree with someone, I give them a thumbs down. If they've said something particularly helpful, thumbs up.
As for reporting, however, I only use it if the person is completely obscene/racist/misusing the system. It's meant to be a last resort, so users shouldn't flood the admins with frivolous claims against someone who simply voted for a candidate they didn't like.

As often or as little as necessary; when they deserve it.
I will give a thumbs up if the answer is above average, witty, and satisfies the question. I will also give it to a funny, sarcastic answer if it makes me (literally) LOL. I will give a thumbs down if the answer is clearly 100% wrong or if it is totally abusive and uncalled for. In addition, sometimes there are questions like the ones about George Bush where everyone seems to reinforce their answer with a thumbs up or down to the others. I will also do this if everyone else is doing it. I will only report others in the most extreme of cases. I have only done so once.

I don't report people and I give a lot more thumbs up than down. An answer has to be really bad for me to give it a thumbs down.
Attitude doesn't matter to me.

i very rarely report. maybe twice since I've been here.
i check out other answers on most of the questions i come across if some did a good job then i happily give them a thumbs up, and if the answer was totally out of line and incredibly rude (not necessarily a bad answer) then I'll give a thumbs down.

thumbs down? Almost never.
If people are trying to act up to get attention, I will ignore them.
I will recognize good answers for a variety of reasons.
Sometimes for giving a great answer to a question, and sometimes for expressing something heartfelt, and sometimes for being entertaining. There are probably other reasons as well.

I have only reported one person and that was because they cussed me in an e-mail. Thumbs up...a lot for really good answers and questions. Thumbs down....a few because the give mean hurtful answers to serious questions.

i mean i never done that so far but i dont want to report people for no reason, and thumbs up only if i really really like the answer, and i dont like giving down because some people feel bad about that. so yea. thats me.

I give thumbs up to Question I really like.
I also give thumbs up to the one I think is the best answer.
I don't give thumbs down.
