Given the Bush incompetence, I assume ASAP means As Stupidly As Possible. In that case, the withdrawal has already begun.

Bring the airplanes in and load them up,and then take off. What is Bush's problem? The Iraq's said by 2007 they would be ready to take over. Take them at their word. They are the ones living there, not Bush.
