What else could be the problem? All fuses and circuits have power.

There is door actuator that moves the baffle or door that allows the warm air to circulate through the heater core and into the car. Sometimes these do not work because the actuator is broken. You have to check it out, if you can move it manually then you will at lest get heat, but you have to find it under the dash.

Is the blower blowing but not hot air? If so, there is a controller to regulate the hot engine fluid that runs through the heater core to provide heat. The valve is manually, electrically or vacuum operated.
If the blower is not working, you likely have a bad connection somewhere or there is another in-line fuse or something. Do you really have 12 volts at the blower?

You have power where?? If it is at the blower motor connection, -you have a bad or missing ground. Try hooking a wire to the frame, and "scraping it on the motor to make a good connection, If the power is to a properly grounded motor (and the motor is good), it will run!

Of course you have to checked the motor?? Just because it came out of a "new box", - doesn't mean it is good! I have seen lots of "bad new" stuff in 50 years as a mechanic!

There is also a blower motor control module that could be malfunctioning.
